Community Employment Supervisor (Maternity Cover)

The CE Supervisor is responsible for the day to day management of the CE scheme, supervision of the participants, direction of the Assistant CE Supervisor, reporting to the CEO and maintaining accurate records for DEASP.

Day to Day management of the scheme:  The scheme employs up to 46 participants who are based in a number of locations including Ballycastle, Carrowmore Lacken, Ballina and Foxford.  Participants are based in a variety of roles and with a number of sub-sponsors.  It is the CE Supervisors responsibility to ensure participants are working in the roles agreed and fulfilling their 19.5 hrs per week.

  • Ensure participant are inducted on starting on scheme
  • Ensure payroll details are correct and informed to Administrator
  • Ensure all Health and Safety requirements are met
  • Ensure staff attend work as agreed and comply with Company policies and procedures at all times
  • Carry out quarterly reviews of each participants work experience, training and on-going development
  • Ensure Exit planning is completed for participants including CV updating and interview preparation
  • Support participants in job applications and work to achieve progression for maximum number of participants.

Direction of Assistant Supervisor; The Assistant CE supervisor works under the direction of the Supervisor to ensure the scheme delivers on the goals and objectives of progression programmes.

  • Delegate responsibilities to Assistant Supervisor to ensure smooth and effective running of the scheme
  • Provide support and training as required

Reporting to CEO 

The Supervisor will report on a regular basis to the CEO and to the Sponsors on the running of the scheme, issues arising, requirements of participants or any other matters of HR and Health and Safety significance.

Reporting may be required both as verbal or written communication and attendance and reporting at Board meetings may be required.

Maintaining records;

The DEASP carry out annual audits on finances and the ILP.  The Supervisor must ensure the scheme is compliant in all matters relating to both.

  • Monitor and ensure Payroll is accurate and in line with information received from DEASP
  • Monitor and ensure Materials budget is administered in accordance with DEASP requirements.
  • Monitor and ensure Training budget is administered in accordance with DEASP requirements.
  • Ensure bank records, on-line payments records, invoices, receipts etc are retained and available for inspection
  • Ensure Revenue payments are promptly paid and records are retained and available for inspection
  • Ensure Contracts, time sheets and other appropriate paperwork is retained on file for each participant on the scheme.
  • Ensure compliance with GDPR

Moy Valley Resources Management Team

The CE Supervisor is an integral part of the Management team in MVR.  Weekly Management meetings ensure that all Managers are supported and can offer support to the team as required.

Preferred Skills:

  • Understanding of the needs of the long-term unemployed
  • Good working knowledge of MS Office suite and good IT skills
  • Excellent communication skills, written and verbal
  • Excellent financial management skills
  • Ability to adapt to changing situations
  • Excellent time management skills

Key Requirements:

Understanding of the role of the Community Employment Supervisor as it pertains to the delivery of supports to the long-term unemployed.

  • Minimum Experience Required;  3 years of supervisory and people management work experience relevant to the post (i.e. administration, project management, training or other)
  • Minimum Qualification; Major Award at 3rd level (NFQ Level 6 or higher) in Business/Financial Administration, Training, Human Resources, Project Management  or related disciplines
  • In-depth understanding of Business, Administration Management, Project Management, Financial Management and ICT skills.
  • Applicants must have a full clean driving licence
  • Effective communicator and competent report writing as well as the ability to direct, motivate, coach and mentor jobseekers.

Ability to effectively implement the CE programme in line with CE Operational  procedures.

Career Level; Managerial

Hours: 39 hours (Monday to Friday)  

Fixed Term 6 Month contract , a panel will be formed from interview process.                                                                      

Salary: Department of Social Protection, CE Supervisor scale. Pay scale as per Community Employment Supervisor rates of pay – 4 incremental points.
